Plone 5.1 開始新增在 Site Setup 管理 Action 功能，不必透過 ZMI portal_actions 就能完成設定。
Actions tab is set by default to 'string:${object_url}', changing it to 'string:${object_url}/view' seems to fix the issue without any drawbacks. However, this tab seems to be deprecated and will be removed in the future.
Plone4 功能列以綠色選單表示，發生錯誤時可優先檢查 portal_actions 設定值，是否因模組被移除而失效。
